To provide means of detecting a direct current high-voltage grounding relay installed in a DC substation for an electric railway without interrupting a power of the substation and detaching a flyback line of the direct current high-voltage grounding relay or wiring from a ground mat.SOLUTION: A direct current high-voltage grounding relay includes a potential difference measurement part 1 measuring a potential difference between a ground mat and a flyback line by being serially connected to a partial-pressure resistor 3 between a ground mat side L2 and a flyback line side L1 of a DC substation for an electric railway, and determines an earth failure from the measured potential difference. The direct current high-voltage grounding relay comprises: a voltage generation circuit 6a applying a low voltage to at least one of the potential difference measurement part and the partial-pressure resistor or both serial circuits; a circuit measurement part 6 measuring the potential difference of at least one of the potential difference measurement part and the partial-pressure resistor 3 at the time of applying a voltage of the voltage generation circuit or both serial circuits; a failure determination output part 7 that outputs failure when a voltage value measured by the circuit measurement part is deviated from a setting range; and a failure display part 8 displaying failure in response to the output of the failure.SELECTED DRAWING: Figure 1

    【課題】電鉄用直流変電所に設置されている直流高圧接地継電器を、変電所を停電させず、また、直流高圧接地継電器の帰線や接地マットからの配線を取り外さずに、短い周期で点検できる手段を提供する。【解決手段】電鉄用直流変電所の接地マット側L2と帰線側L1の間に、分圧抵抗器3と直列接続して接地マットと帰線の間の電位差を測定する電位差測定部1を有し、測定された電位差から地絡故障を判定する直流高圧接地継電器であって、低電圧を電位差測定部と、分圧抵抗器の少なくとも一方若しくは両者の直列回路間に印加する電圧発生回路6aと、電圧発生回路の電圧印加時、電位差測定部と分圧抵抗器3の個々の少なくとも一方若しくは両者の直列回路間の電位差を測定する回路測定部6と、回路測定部で測定した電圧値が設定範囲から逸脱した場合に故障を示す出力を発する故障判定出力部7と、故障を示す出力を受けて故障表示をする故障表示部8と、を備える。【選択図】図1
