To provide a fail-safe control device capable of appropriately performing fail-safe by maintaining as much convenience as possible in consideration of the intention of a user.SOLUTION: An SBW device 1 and/or an EPKB device 2 identifies where disconnection occurs among a main battery 9, an auxiliary battery 10 and power supply lines W1 to W7 formed between the SBW device 1 and the EPKB device 2 on the basis of power supply sharing information which shares a power supply state of the main battery 9 to the SBW device 1 and the EPKB device 2, and a power supply state of the auxiliary battery 10 to the SBW device 1 and the EPKB device 2.
