To suppress freezing of a fuel cell when a hydrogen tank is filled with hydrogen in a low temperature environment.SOLUTION: A fuel cell system includes a fuel cell, a hydrogen tank, a hydrogen supply path that connects the hydrogen tank and the fuel cell, a shutoff valve that shuts off the flow of hydrogen in the hydrogen supply path, a detection unit that detects the start of hydrogen filling in the hydrogen tank, and a scavenging control unit that closes the shutoff valve when the fuel cell system is stopped and the detection unit detects the start of hydrogen filling in a state in which a scavenging process for scavenging the hydrogen flow path in the battery is to be executed, and executes a process of causing hydrogen remaining on the downstream side of the hydrogen flow from the shutoff valve to flow into the hydrogen flow path in the battery and scavenging the hydrogen flow path in the battery as the scavenging process.SELECTED DRAWING: Figure 2
