To provide a control device capable of reducing a structural load to a wing, a learning device, a control method, a learning method, and a program.SOLUTION: A control device includes an acquisition part for acquiring information showing strain of a wing of a structure and information showing a control amount of a movable wind of the structure, a first determination part for determining the load and the attack angle of the wing on the strain and the control amount shown by the information acquired by the acquisition part, a second determination part for inputting a part or the whole of the load and attack angle determined by the first determination part, and the control amount shown by the information acquired by the acquisition part to the model learned by a deep layer reinforcement learning as a state variable, and determining a control amount of the movable wing on the basis of an output result of the model with the state variable inputted, and a control part for controlling the movable wing on the basis of the control amount determined by the second determination part.SELECTED DRAWING: Figure 2
