To provide a power control system and an electrical power system capable of suppressing influence of load fluctuations on an AC power system when a sudden load fluctuation occurs in a general DC power load.SOLUTION: In an electrical power system 200, a power control system 100 comprises: a bidirectional power converter 31 of which an AC end is connected to an AC power system 10 and a DC end is connected to a DC power system 20 to which one or more DC power loads 22 to 24 are connected, and which converts an AC power of the AC power system and a DC power of the DC power system to each other; power storage devices 25, 26 that are connected to the DC power system and store electric power of the DC power system; and a bidirectional power conversion controller 32 that performs a first control for controlling an output or an input of the AC end of a bidirectional power converter so that a charging and discharging current or a charging and discharging power of the power storage device agrees with a prescribed target current value or a prescribed target power value.SELECTED DRAWING: Figure 1
