To reduce the risk of a traffic accident around an exit of a tunnel.SOLUTION: A traffic communication system comprises: a base station that acquires, from a camera provided around an exit of a tunnel through which a vehicle travels, a picked-up image around the exit of the tunnel, and transmits a message including data based on the picked-up image to the vehicle in the tunnel by radio communication; and a mobile station that is provided in the vehicle, receives the message from the base station in the tunnel, and performs control based on the data included in the message.SELECTED DRAWING: Figure 2
