To provide a driving environment monitoring device, a driving environment monitoring system, and a driving environment monitoring program, that obtain images containing abnormal situations within an appropriate time range.SOLUTION: A server device 10A includes: a data collection section 30 that collects vehicle behavior data; a scene extraction section 31 that extracts a driving scene according to the behavior of the vehicle and a scene feature amount for each driving scene, from the collected vehicle behavior data; an abnormality detection section 32 that calculates a degree of abnormality indicating a degree of deviation of the scene feature amount for each extracted driving scene with respect to a driving model, and detects the driving scene including an abnormality point using the calculated degree of abnormality; a section determination section 33 that extracts the driving scene that fulfills a predetermined condition from the detected driving scene and a plurality of driving scenes continuous to the driving scene, and determines a time range determined by the total duration of the extracted driving scenes as an abnormal behavior section; a video requesting section 34 that requests the video according to the determined abnormal behavior section from the vehicle; and a display controlling section 36 that performs control to display the video obtained from the vehicle according to the request.SELECTED DRAWING: Figure 3
