To enable switching from automatic driving to manual driving, even when there is no occupant suited for driving in one's own vehicle.SOLUTION: A priority determination unit 15 determines a priority as a driver of one's own vehicle 1A for every occupant that gets on the one's own vehicle 1A and the other vehicle, based on one's own vehicle occupant information acquired by a one's own vehicle occupant information acquisition unit 12, and the other vehicle occupant information acquired by the other vehicle occupant information acquisition unit 13. A candidate management unit 16 determines a driving candidate for driving the one's own vehicle 1A out of occupants that get on the one's own vehicle 1A and the other vehicle, based on the priority determined by the priority determination unit 15. A driving control unit 11 controls the one's own vehicle 1A by accepting a driving operation of the one's own vehicle 1A by the driving candidate determined by the candidate management unit 16, when switching from automatic driving to manual driving.SELECTED DRAWING: Figure 3
