To provide a standby suitable area determination system that is adapted to a movement service of allocating a vehicle to a user, and that enables a vehicle to wait for a user request in an area where a service provision efficiency is higher than an energy consumption efficiency.SOLUTION: The present invention determines whether a vehicle standby area that is an area where a vehicle waits for an allocation request from a user is a high efficiency area representing an area where an energy consumption efficiency of a vehicle is high, determines whether the vehicle standby area is a demand area representing an area where a user demand for vehicle allocation is high, and determines based on the high efficiency area and demand area whether the vehicle standby area is a standby suitable area.SELECTED DRAWING: Figure 1
