To solve the problem that when dazzlement avoidance processing is executed by a known headlight control device of a vehicle that executes the dazzling avoidance processing for stopping emission of light to an area (an emission avoidance area) where the vehicle overlaps with the other vehicle in a region to which headlight is emitted, a boundary (a brightness boundary) between the region to which light of the headlight is emitted and a region to which the light is not emitted is generated around the other vehicle, which may give a driver a feeling of strangeness.SOLUTION: When an operation state of a vehicle is in a manual operation state, emission of light to a peripheral area adjacent to an emission avoidance area is made smaller as approaching the emission avoidance area. When the operation state is in an automatic operation state, the emission avoidance area is not provided or a size of the emission avoidance area is made smaller in comparison with when the operation state is in the manual operation state.SELECTED DRAWING: Figure 7
