To provide an axle load data processor, a measurement system, an axle load data processing method, and a program capable of correctly associating acquired axle load data with each vehicle.SOLUTION: An axle load data processor 3 includes: an axle load data acquisition unit 311 that acquires axle load data DA; a vehicle detection signal acquisition unit 312 that acquires a vehicle detection signal RA; a time identifying unit 313 that identifies a first vehicle entry time T1 and a first vehicle exit time T2; an axle number identifying unit 314 that identifies an axle number NA of a vehicle from an axle detection signal SA; and axle load data identifying unit 315 that associates the axle load data DA according to the axle number NA of the vehicle with the vehicle.
