To detect a respiration frequency and a state other than the respiration frequency on an occupant.SOLUTION: An occupant state estimation system includes an on-vehicle device 10 and a belt side communication device 20 attached to a seat belt of a vehicle for communicating with the on-vehicle device 10. The belt side communication device 20 includes a belt position estimation part 151 for estimating a belt position where the belt side communication device 20 is attached based on a signal indicating reception signal intensity of a radio wave transmitted from the on-vehicle device 10. It further includes a respiration frequency estimation part 152 for estimating a respiration frequency per unit time of an occupant based on the belt position, and a seating position estimation part 153 for estimating a seating position of the occupant wearing the seat belt based on the belt position.SELECTED DRAWING: Figure 2
