To allow a measurement of the electric resistance of a shoulder part of a tire.SOLUTION: The present invention includes: an inner electrode 16, which goes to or away from the inner side of a tire W and is brought into contact with a bead part wb of the tire by being pressed; and a roller 27 in the shape of a truncated cone as an outer electrode for a shoulder part, which moves closer to or more distant from the tire W from the outer periphery and is brought into contact with a shoulder part ws of the tire W by being pressed.SELECTED DRAWING: Figure 6
