To provide a communication management device that grips abnormality occurrence in a base station management device when an airframe control from the base station management device cannot be performed due to a takeover state of the airframe having a base station function by an illegal access or a trouble of the airframe, a communication management system, and a communication management method.SOLUTION: A communication management device 110 provided to a flying object 100 that communicates with a base station management device managing a plurality of base stations, comprises: a first communication part 121 that transmits and receives a control signal of an airframe of the flying object or flight information of the flying object to and from the base station management device; a second communication part 122 that provides the communication between a plurality of radio terminals as a base station; an acquisition part 126 that acquires abnormality information indicating the occurrence of an abnormality in the first communication part or an abnormality in a flight state of the flying object; and an abnormality report part 180 that transmits the abnormality information to the base station management device via the second communication part when the abnormality information is acquired by the acquisition part.SELECTED DRAWING: Figure 2
