To provide a vehicle controller which can prepare for an approach of an emergency vehicle further quickly, a method for controlling a vehicle, and a program.SOLUTION: The vehicle controller includes: a recognition unit for recognizing the situation around a self-vehicle; and an operation control unit for controlling the speed reduction or speed increase of the self-vehicle on the basis of the result of recognition by the recognition unit. The driving control unit causes the self-vehicle to operate in at least one of a first operational state and a second operational state in which the degree of automatization is higher than in the first operational state or the requested tasks on passengers is less than in the first operational state. When the self-vehicle is operating in the first operational state, the self-vehicle is shifted to the second operational state on the basis of at least one of whether the recognition state has detected a vehicle behind the self-vehicle and the detected situation.SELECTED DRAWING: Figure 2
