To achieve the calculation of an optimum travel route with an inexpensive arithmetic device.SOLUTION: An on-vehicle processing device includes a sensor input part for acquiring sensor information being an output of a sensor for acquiring information around a vehicle, a movement information acquisition part for acquiring vehicle movement information being information on movement of the vehicle, a log recording part for recording information based on the vehicle movement information and the sensor information in a storage part, a map generation part for using the information based on the vehicle movement information and the sensor information recorded in the storage part to generate an environmental map including a travelable area in which the vehicle can travel on the basis of determination of unmovable static objects and movable moving objects, and a route calculation part for calculating a travel route of the vehicle by using the environmental map.
