To provide a rubber composition for tires capable of improving on-snow performance, and a pneumatic tire produced using the rubber composition.SOLUTION: The present invention relates to the rubber composition for tires which contains: a rubber component in which the total content of a styrene-butadiene rubber and a butadiene rubber is 90 mass% or more; 100 pts.mass or more of silica based on 100 pts.mass of the rubber component; and a C5 resin. The rubber composition for tires satisfies the following inequalities (A) and (B): (A) α≤20 and (B) β/α≥0.4, where α is the total styrene content [mass%] in the styrene-butadiene rubber and the butadiene rubber, and β is the content [pts.mass] of the C5 resin based on 100 pts.mass of the rubber component.SELECTED DRAWING: None
