To provide a passenger pickup management system, passenger pickup control method, and program capable of realizing smoother passenger pickup.SOLUTION: A passenger pickup management system (500) includes an acquisition unit (520) that acquires information concerning a moving situation of a vehicle from a parking area to a halt area, information representing the situation of the halt area, and information concerning a candidate for a passenger existing in or approaching to the halt area, and a passenger pickup mode determination unit (530) that associates one or more candidates for a passenger or baggage with the vehicle on the basis of the acquired pieces of information, and that, when a larger number of vehicles than a predetermined number of vehicles are predicted to move to the halt area within a predetermined period of time, determines a passenger pickup mode of the vehicle in the halt area on the basis of at least part of the number of candidates for a passenger of each vehicle in the halt area, the number of baggages of each vehicle or the size of a baggage of each vehicle, and priorities of the candidates for a passenger.SELECTED DRAWING: Figure 5
