To provide an air conditioning control system for a vehicle, an air conditioning control method for a vehicle, and a program, by which temperature comfortable for an occupant can be set.SOLUTION: An air conditioning control system for a vehicle includes: an acquisition unit (110, 120) for acquiring an exposure temperature of a body which an occupant exposes and a clothing surface temperature of the occupant; a non-exposure temperature estimation unit (130) for estimating a non-exposed temperature of the body which the occupant does not expose, on the basis of the exposure temperature and an amount of clothing; a clothing amount estimation unit (160) for estimating the amount of clothing, on the basis of the non-exposed temperature and the clothing surface temperature; and a control unit (170) for controlling an air conditioner of a vehicle on which the occupant rides, on the basis of an estimation result of the clothing amount estimation unit.SELECTED DRAWING: Figure 2
