To provide a railroad power supply system that can control a rail voltage to ground absolute value from excessively rising not only in an AC feeding system but also in a DC feeding system without causing an increase in the number of substations which causes an increase in construction cost, and to provide a supply power management device and a supply power management method.SOLUTION: A power supply system 1S for feeding a train 204 on-rail via an overhead power line includes power conversion means 103 for feeding the train 204 while controlling a set voltage of power on the basis of a rail voltage to ground in the predetermined vicinity of the power supply system 1S.SELECTED DRAWING: Figure 1
