To transmit an expected arrival time at a destination with which a road section where the travel speed of a vehicle is anticipated to decrease depending on a weather condition is considered, to only a vehicle that has high probability of needing it.SOLUTION: In an information provision system 1, an information provision device 6 comprises: a communication unit 61 for receiving weather-related information from a first vehicle and receiving route information from a second vehicle; a specification unit 631 for specifying a road section in which the first vehicle has traveled; a determination unit 632 for determining whether or not the road section is included in the travel route of the second vehicle; a generation unit 633 which, when the determination result is positive, generates evaluation information that indicates the degree of effect of a weather condition on vehicles on the basis of the measured value of weather-related information; a calculation unit 634 for calculating an expected arrival time when the second vehicle has traveled along the travel route; and a determination unit 635 for determining the allowability of transmitting provision information that includes the expected arrival time to a second vehicle onboard terminal on the basis of the route information, evaluation information, and the measured time and measured point of weather-related information.SELECTED DRAWING: Figure 1
