To provide a charging rate calculation device and a vehicle, which can calculate SOC with high accuracy.SOLUTION: A charging rate calculation device 10 includes a secondary battery 12, a voltage detection unit 22 for detecting a voltage value of the secondary battery 12, a current detection unit 16 for detecting a current value of the secondary battery 12, and a control unit 18 for integrating the current value to calculate SOC. The control unit 18 calculates the SOCfor correction by a calculation method different from the SOCwhen a prescribed correction condition is established. The control unit corrects the SOC by more intensively reflecting the SOCfor correction as an elapsed time from a previous correction execution is longer.SELECTED DRAWING: Figure 1
