To make it possible to make a reconsideration of an operation plan in accordance with a change over time of a traffic situation even in the absence of a skilled technician.SOLUTION: A control unit 12 of a traffic management device 3 performs statistical processing on traffic situation information acquired through signal control in the latest predetermined period to generate standard traffic situation information, sets candidates for signal control information for intersections in a target area on the basis of general purpose setting information on the signal control information and a signal indication configuration of the intersections and the distance between the intersections in the target area, executes a machine learning model with the standard traffic situation information and the candidates for the signal control information as input information to acquire traffic information as output information, evaluates the candidates for the signal control information with the traffic information as an evaluation index to select appropriate signal control information from the candidates for the signal control information, and generates operation plan information regulating the signal control information for every time of day on the basis of the selected signal control information.SELECTED DRAWING: Figure 3
