To provide an evaluation device or the like capable of determining a kind of a state change of a locus and detecting easily and inexpensively a state change of the locus, without being affected by change of travel speed of a railway vehicle.SOLUTION: A state evaluation device 100 comprises: an analysis part 10 into which travel speed of a railway vehicle 1 and vibration acceleration of a vehicle body 2 which are measured at each of a plurality of measurement times at a prescribed point on a locus 7 are input with the measurement time for performing multi-variable analysis; and an evaluation part 20 for evaluating the state change at the prescribed point of the locus. The analysis part extracts vibration acceleration components of a plurality of different frequency bands when detecting the state change in a prescribed point on the locus by the evaluation part, then, for every vibration acceleration component extracted, sets a second evaluation index expressed by the vibration acceleration component to an objective variable, then, sets input travel speed of the railway vehicle to a quantitative explanatory variable, and then sets at least the measurement time to a qualitative explanatory variable, for performing multivariable analysis.     【課題】鉄道車両の走行速度の変化に影響されることなく、簡易且つ安価に軌道の状態変化を検出可能であると共に、軌道の状態変化の種別を判定可能な評価装置等を提供する。【解決手段】状態評価装置100は、軌道7の所定の地点で複数の測定時期に測定された鉄道車両1の走行速度及び車体2の振動加速度が測定時期と共に入力されて多変量解析を行う解析部10と、軌道の所定の地点での状態変化を評価する評価部20と、を備える。解析部は、評価部によって軌道の所定の地点での状態変化が検出された場合、複数の互いに異なる周波数帯域の振動加速度成分を抽出し、抽出した振動加速度成分毎に、振動加速度成分を用いて表わされる第2評価指標を目的変数とし、入力された鉄道車両の走行速度を量的な説明変数とし、少なくとも測定時期を質的な説明変数として多変量解析を行う。評価部は、測定時期のカテゴリースコアに基づき、状態変化の種別を判定する。【選択図】図1
