To provide appropriate information for a user to determine which charger is desirable to be selected.SOLUTION: A server 5 acquires a reachable range (circular region R2) of a target vehicle (vehicle 2) to extract at least one charger (A, B, C or E) provided in the reachable range. For each of a plurality of vehicles 1 to 4, the server 5 calculates the number of the chargers provided in the reachable range of the vehicle to convert the number of the vehicles (converted number n) smaller as the calculated number of the vehicles is larger. For each of at least one charger, the server 5 totals the converted number n of the vehicles which can reach the charger to calculate an effective number (effective number N) of the vehicles which has possibility to perform external charging by the charger. The server 5 calculates an index (congestion index I), indicative of potential demand of external charging for each of at least one charger, on the basis of the effective number N to provide for the target vehicle.SELECTED DRAWING: Figure 8
