To provide a steering device for a vessel propulsion device capable of fully activating a steering possible range while suppressing load on an electric actuator from becoming excessively large.SOLUTION: In a steering device (steering device for vessel propulsion device) 1, ECU 6 sets a target steering angle θs according to required steering velocity ωr and required steering torque Tr after adjustment by adjusting at least one of the required steering velocity ωr and the required steering torque Tr so that the required steering velocity ωr and the required steering torque Tr are inside an output range when the acquired required steering velocity ωr and the required steering torque Tr are outside the output range. The ECU 6 drives and controls an electric motor 51 of an electric steering unit 5 according to the set target steering angle θs.SELECTED DRAWING: Figure 8
