To estimate a traffic situation of a load at high accuracy even if the number of vehicle detection devices that measure the number of passing vehicles is small.SOLUTION: A traffic situation estimation system according to the embodiment comprises: a passing vehicle number information acquisition part; a passing time information acquisition part; a reference accumulative traffic mount calculation part; a pseudo accumulative traffic amount generation part; and a traffic situation estimation part. The reference accumulative traffic mount calculation part calculates a reference accumulative traffic mount as an accumulative value of the number of vehicles passing through a reference point on the basis of passing vehicle number information. The pseudo accumulative traffic amount generation part generates a pseudo accumulative traffic amount as an accumulative value of the number of vehicles passing through a prescribed point other than the reference point in the load on the basis of the reference accumulative traffic amount and the passing through time information. The traffic situation estimation part estimates the traffic situation of the load on the basis of the reference accumulative traffic amount and the pseudo accumulative traffic amount.SELECTED DRAWING: Figure 2
