To further improve accuracy in air-conditioning control by using a pulse wave of an occupant.SOLUTION: A comfortable feeling arithmetic operation part quantitatively calculates a comfortable feeling of an occupant from RRI of the occupant, and can control air-conditioning of reflecting the comfortable feeling of te occupant due to setting a control target value of a warm heat environment control device on the basis of the comfortable feeling of this occupant. When a signal outputted from the comfortable feeling arithmetic operation part and a signal outputted from an occupant warm-cold feeling calculation part do not mutually correspond, the control target value is determined by correcting the signal outputted from the comfortable feeling arithmetic operation part.SELECTED DRAWING: Figure 6
