To provide a system and a method that prevent deterioration in communication quality due to frequent handovers at cell boundaries between a plurality of cells formed by a plurality of radio relay devices capable of moving over the sky.SOLUTION: A plurality of radio relay devices for wirelessly communicating with a terminal device each include a radio relay station that is movably provided by flying over the sky, forms a cell toward the ground or the sea, and wirelessly communicates with the terminal device situated in the cell. They fly in corporation with each other so as to maintain positional relation among the radio relay devices by autonomous control or control from the outside.SELECTED DRAWING: Figure 9
