To provide a seat pad of which a resonant frequency can be changed without changing a foam itself which constitutes a seat pad, a vehicle seat, and a vehicle seat controlling method.SOLUTION: The seat pad has a foam, and a bag body having air permeability which covers the foam. The seat pad comprises a packaging pad part. A time T1, which is required from a time point when compression of the packaging pad part in a prescribed compression state is released to a time point when the packaging pad part is restored to a state before compression, is longer than a time T0 which is required from a time point when compression of the foam in a prescribed compression state is released in the case that the foam is not covered at all to a time point when the foam is restored to a state before compression.SELECTED DRAWING: Figure 2
