Transfer into a second state is made in which the protrusion 42 is slid within a rotation allowable part Pb through sliding of the shaft 3 toward an orientation of the arrow mark Fa to cause the slider 4 to be rotated by an end surface cam and the protrusion 42 is abutted against an end part of a guiding protrusion 21 to restrict its advancement into the restricting part Pa thereby restricting sliding of the shaft 3 toward an orientation of the arrow mark Fb (a state for keeping both plates spaced apart from each other).
