An event position calculation unit 515 calculates a three-dimensional coordinate value that corresponds to a designated spot which is designated in a displayed point group image and displays an event occurring on the road or in the surroundings of the road, as an event position, using the three-dimensional coordinate value of the measurement point corresponding to the designated spot.
