In the server device 3, a statistical data calculation unit 3c calculates and stores statistical data on the number of vehicle boarding/alighting passengers from data on the number of boarding passengers, and a congestion condition calculation unit 3d calculates a congestion condition for each vehicle from the data on the number of passengers. A first congestion condition prediction unit 3e predicts a congestion condition for each vehicle when a train started from a preceding station departs from a current station, and a second congestion condition prediction unit 3f predicts a congestion condition for each vehicle when the train started from the preceding station departs from a following station.
