To provide an optimal shipping schedule calculating device and an optimal shipping schedule calculating method that can automatically settle on a suitable route in further accordance with the actual condition.SOLUTION: An optimal shipping schedule calculating device comprises an optimal shipping schedule calculating unit that calculates an optimal shipping schedule including an optimal route on the basis of information input from an information input receiving unit, ship performance data, and weather data in a route area where the ship travels. The optimal shipping schedule calculating unit includes: a determination unit that determines whether an area in the vicinity of the departure place or the destination is in bad weather in which the ship cannot travel on the basis of the weather data; a constraint setting unit that, when the area in the vicinity of the departure place of the destination is determined to be in bad weather in which the ship cannot travel, sets, as a constraint, the ship stopping at a predetermined point for a predetermined time, or the ship passing through the vicinity area before the weather in the vicinity area gets bad. When the constraint is set, the optimal shipping schedule calculating unit calculates the optimal route on the basis of the constraint.SELECTED DRAWING: Figure 2
