To reduce a communication cost required for radio communication and mitigate a load on an occupant, when transferring data of an instrument such as a digital tachograph to an analysis PC.SOLUTION: An on-vehicle radio communication device refers to type of transmission target data, preferentially selects wide area radio communication when the transmission target data is data having high importance of immediacy such as dynamic data (vehicle position data), and preferentially selects a radio LAN when the transmission target data is data having low importance of immediacy such as normal operation data. The on-vehicle radio communication device preferentially selects radio LAN when transmitting video data, and preferentially selects the wide area radio communication even for transmission of the video data when a specific instruction is given to the on-vehicle device from the manager side. Communication delay is prevented when selecting the wide area radio communication, so that real-time dynamic management can be materialized. No pay-per-use billing cost is generated when selecting the radio LAN, consequently significant cost reduction is achieved.SELECTED DRAWING: Figure 7

    【課題】デジタルタコグラフ等のデータを解析PCに転送する場合に、無線通信にかかる通信コストを低減すると共に、乗務員の負担を軽減すること。【解決手段】送信対象データの種別を参照し、動態データ(車両位置データ)のように即時性の重要度が高いデータの場合は広域無線通信を優先的に選択し、一般的な運行データのように即時性の重要度が低いデータの場合は無線LANを優先的に選択する。映像データを送信する場合は、通常は無線LANを優先的に選択し、管理者側から車載機に向けて特別な指示を与えた場合には、映像データの送信についても広域無線通信を優先的に選択する。広域無線通信を選択した場合は通信の遅延を防止できるため車両のリアルタイム動態管理が可能になる。無線LANを選択した場合は、従量課金コストが発生しないので通信コストを大幅に削減できる。【選択図】図7
