To provide a communication environment simulation test device capable of implementing a load test of a measured on-vehicle unit by simulating peripheral vehicles in simple configuration, and a communication environment simulation test method.SOLUTION: A communication environment simulation test device 10 comprises: a pseudo communication path 13 which simulates a communication environment and to which a tested on-vehicle unit 1 is connected; a road-side unit 11 for test which simulates a road-side unit and outputs an information signal including a predetermined information through the pseudo communication path 13 to the tested on-vehicle unit 1 at a predetermined time interval; a trigger signal output part 15 which outputs a trigger signal on a condition that the information signal is detected; a signal generator 16 which outputs at least one vehicle-to-vehicle communication signal to be used for a vehicle-to-vehicle communication to the pseudo communication path 13 during a vehicle-to-vehicle communication enabled period that is different from a period in which the information signal is outputted, on a condition that the trigger signal is inputted from the trigger signal output part 15; and a transmitting/receiving property confirmation part 22 for testing at least one of a transmitting property or a receiving property of the tested on-vehicle unit 1 through the pseudo communication path 13.SELECTED DRAWING: Figure 1
