PROBLEM TO BE SOLVED: To provide an operational plan in which a path plan and an image plan are integrated, and various and professional knowledge concerning control of a movable body is taken into consideration.SOLUTION: A path plan source converter 102 acquires path plan source data 108 which represents a time interval on a track of a movable body, merges time information and space information and converts the same into a descriptive operation plan language, and outputs post-conversion path plan data 502. An imaging plan source converter 103 acquires an imaging area identifier which identifies an imaging area and imaging plan source data 109 which represents an imaging start time and an imaging finish time, converts the same into an operation plan language, and outputs post-conversion imaging plan data 501. A plan language description device 101 acquires restriction to control of the movable body as knowledge information 504, converts the same into an operation plan language, and outputs post-conversion knowledge information 503. A plan language processing device 104 integrates the post-conversion path plan data 502, the post-conversion imaging plan data 501 and the post-conversion knowledge information 503, and outputs integrated plan data 505.SELECTED DRAWING: Figure 1
