PROBLEM TO BE SOLVED: To provide a runaway preventing device and a runaway preventing method capable of stably obtaining sufficient braking force.SOLUTION: A first braking mechanism 9 and a second braking mechanism 11 are provided in a traveling device 3. The braking force is directly or indirectly applied to a driving shaft 10 of a motor 6 in the first braking mechanism 9. The braking force is increased to maximum in a relatively short time and the braking force is directly or indirectly applied to an axle 7 of a wheel 5 in the second braking mechanism 11 such that the braking force is increased to maximum while spending a time longer than that of the first braking mechanism 9.SELECTED DRAWING: Figure 4
