PROBLEM TO BE SOLVED: To generate information indicating intensity of an electromagnetic wave of a portable phone network in associated with a position.SOLUTION: A flight device 1 includes: an acquisition part 192 that acquires communication area information in associated with position information indicating a position and communication propriety information which indicates communication possibility at the position indicated by the position information; a measurement part 194 that measures intensity of an electromagnetic wave at a position during flight; and a storage control part 195 that allows the storage part to store a measurement electromagnetic wave intensity when the position information included in the communication area information indicates that the position during fright is a communicable position, and the measurement electromagnetic wave intensity as intensity of the electromagnetic wave measured by the measurement part is smaller than a reference electromagnetic wave intensity.SELECTED DRAWING: Figure 2
