PROBLEM TO BE SOLVED: To improve a coverage rate which is the ratio of a monitored area for the risk potential monitored by a mobile object under autonomous distributed control.SOLUTION: To correct the drop in a coverage rate of risk potential 28 due to setting a Voronoi region based on the control rule 1 for the purpose of avoiding collision during free movement within a region 12 of a plurality of moving objects 10, the coverage ratio of the risk potential 28 can be improved while moving away from the Voronoi region by arbitrating the movement to the risk potential 28 with a low coverage rate (for example, first come first serve) as the control rule 2.SELECTED DRAWING: Figure 3
