PROBLEM TO BE SOLVED: To provide a composite member capable of maintaining conjugation force of a resin coating and an aluminum material high when using the aluminum material is used as a metal member and a manufacturing method of the composite member.SOLUTION: An edge part 17 of a lower shaft 13 constituting a steering shaft 3 has an aluminum substrate 41 consisting of aluminum or aluminum alloy, an oxygen-containing coating 43 formed on a surface of the aluminum substrate 41 and having oxygen and a resin conjugate 45 conjugated on a surface of the oxygen-containing coating 43 and consisting of a resin.
