PROBLEM TO BE SOLVED: To provide a communication system, a communication device, and a communication method.SOLUTION: A communication system includes a first communication device for a first vehicle and a second communication device for a second vehicle. The first communication device includes: a first track communication section for transmitting first identification information to identify a first vehicle through a track; a first radio communication section for transmitting a network construction request signal including the first identification information to the second communication device arranged in a second vehicle and receiving an answer signal from the second communication device; and a storage section for storing second identification information included in an answer signal and to identify a second vehicle having the second communication device that has transmitted the answer signal. The second communication device includes: a second track communication section for receiving the first identification information through a track; and a second radio communication section for receiving a network construction request signal and transmitting an answer signal when the first identification information included in the network construction request signal coincides with the first identification information received through the track.SELECTED DRAWING: Figure 1
