PROBLEM TO BE SOLVED: To estimate a current location of a moving beacon.SOLUTION: A distance estimation part is configured to calculate one of three areas including an immediate area where the distance between a beacon and a reception terminal for distance estimation is the shortest, a near area where the distance between the beacon and the reception terminal for distance estimation is longer than that in the immediate area, and a far area where the distance between the beacon and the reception terminal for distance estimation is longer than that in the near area as an estimated distance, and change the range of each of the three areas according to the magnitude of a radio field intensity corresponding to each reference intensity signal when receiving a plurality of types of reference intensity signals from the beacon within a prescribed time. A location estimation part is configured to obtain a plurality of annular zones each of which expresses an area around a location indicated by each location information, being apart from each location by each estimated distance or an overlapping estimated area A-L which is an area where circles overlap with each other, and obtain an estimated location A-L-C from the overlapping estimated area.SELECTED DRAWING: Figure 5
