PROBLEM TO BE SOLVED: To suppress enlargement of open circuit voltage difference (OCV difference) between battery packs connected in parallel.SOLUTION: In a power supply controller 10, a counter 34 measures a continuous discharge time in which a discharge current value to a load (MG) from a battery module in which a battery pack is connected in parallel is equal to a threshold value or more. A counter 36 measures a continuous discharge time in which a charging current value to the battery module from the load (MG) is equal to the threshold value or more. A resistance calculation part 40 calculates an inner resistance of the plurality of battery packs. Upper limit value calculation parts 38, 42, and 44 reduce a discharge power supply limitation value to the load (MG) from the battery module in accordance with the increase of the continuous discharge time, and increase a reduction rate of the discharge power supply limitation value in accordance with the increase of an inner resistance difference between the battery packs. The upper limit value calculation parts reduce a charging power supply limitation value to the battery module from the load (MG) in accordance with the increase of the continuous charging time, and increase the reduction rate of the charging power supply limitation value in accordance with the inner part resistance difference in the battery packs.SELECTED DRAWING: Figure 3
