PROBLEM TO BE SOLVED: To provide a damping valve capable of effectively improving ride quality of a two wheeler, and a damper including the damping valve.SOLUTION: An attenuation valve V1 includes: a first attenuation passage PE and a second attenuation passage PC parallelly communicating one chamber R1 and the other chamber R2 in a cylinder C of a damper D1; a first attenuation valve part VE capable of opening/closing the first attenuation passage PE, and configured to apply resistance against flow of fluid from the one chamber R1 toward the other chamber R2; a second attenuation valve part VC capable of opening/closing the second attenuation passage PC, and configured to apply resistance against flow of fluid from the other chamber R2 toward the one chamber R1; a bypass passage PB communicating between the one chamber R1 and the other chamber R2 so as to bypass the first attenuation passage PE and the second attenuation passage PC; and a solenoid valve SV capable of opening/closing the bypass passage PB and adjusting valve opening pressure of the second attenuation valve part VC.SELECTED DRAWING: Figure 1
