PROBLEM TO BE SOLVED: To achieve continuation of a manned operation state of at least one cargo handling vehicle.SOLUTION: A management device stores a threshold pattern formed of a combination of thresholds which are applied according to a rest number of an operator, in a threshold pattern storage part. The management device determines whether or not all operators rest, when a fatigue degree of the operator who is the determination object becomes a threshold corresponding to a rest number of the operator, based on fatigue degrees of other operators who perform a work and thresholds according to the rest number corresponding to other operators respectively, when the fatigue degree of the operator who is the determination object approximates a threshold according to the rest number corresponding to the operator, and if it is determined that all operators rest, the management devices changes a threshold included in a threshold pattern so that at least one cargo handling vehicle is in a manned operation state.SELECTED DRAWING: Figure 5
