PROBLEM TO BE SOLVED: To provide a training content suitable for a skill level of each trainee.SOLUTION: A training system comprises: a determination part comprising a processor for executing a program, and a storage device for storing the program, calculating a disutility value in an operation arrangement diagram which is a result of arrangement of an operation arrangement to an operation arrangement training, and determining a skill level of each trainee, based on difficulty degree of the operation arrangement training and the calculated disutility value; and a creation part for determining a failure occurrence zone, a failure occurrence time, and a failure continuation time, and creating the operation arrangement training, based on the determined skill level.SELECTED DRAWING: Figure 1
