PROBLEM TO BE SOLVED: To provide a device which can calculate further suitable command arrangement for plural transmission requests with use of an artificial satellite.SOLUTION: A satellite utilization plan preparation device 101 comprises a planning part 121 which calculates command arrangement in which plural commands for causing a satellite to process a request group R comprising plural requests are arranged in a time sequence; a simulation part 122 which simulates motion of an artificial satellite in the case of causing the artificial satellite to process the command arrangement; and an evaluation part 123 which evaluates a simulated simulation result. The evaluation part 123 notifies the planning part 121 of a pre-set command kind and a time movement amount in time sequency of command kinds based on the simulation result, causes the planning part 121 to calculate new command arrangement in which a command corresponding to the command kind is moved by only the time movement amount, and causes the simulation part 122 to simulate motion of the artificial satellite by use of the new command arrangement, thereby evaluating a simulation result of the satellite which is simulated by said new command arrangement.SELECTED DRAWING: Figure 3

    【課題】人工衛星を使用する複数のミッション要求に対して、より適切なコマンド配置を算出できる装置を提供する。【解決手段】衛星運用計画作成装置101は、複数の要求からなる要求群Rを衛星に処理させる複数のコマンドを時系列に配置したコマンド配置を算出する計画立案部121と、コマンド配置を人工衛星に処理させた場合の人工衛星の動作を模擬する模擬部122と、模擬された模擬結果を評価する評価部123とを備える。評価部123は、模擬結果に基づいて、予め設定されているコマンド種類と、コマンド種類の時系列における時刻移動量とを計画立案部121に通知し、計画立案部121にコマンド種類に該当するコマンドを時刻移動量だけ移動させた新たなコマンド配置を算出させると共に模擬部122に新たなコマンド配置を用いて人工衛星の動作を模擬させ、新たなコマンド配置で模擬された衛星の模擬結果を評価する。【選択図】図3
