PROBLEM TO BE SOLVED: To reduce a long wait time for a user waiting for riding at a floor that is not allowed to change allocation.SOLUTION: A control part 11 for a group management control device 10 temporarily allocates a new destination floor to each of a plurality of elevators 60A to 60C, obtains an evaluation value E[c] regarding the allocation on the basis of a plurality of parameters indicating an operating state of the temporarily allocated elevator, and actually allocates the new destination floor to the elevator the evaluation value E[c] of which is smallest. For each of all users allocated to the temporarily allocated elevators, the control part 11 obtains an estimated wait time wt[p] required for the user to allow riding in the elevator. The one parameter of the plurality of parameters includes a value that is proportionate to the estimated wait time maximum value max_wt[c], which is the maximum value of the obtained estimated wait times wt[p], or a value that is proportionate to the average value avg_wt[c] or the total value sum2_wt[c] of a predetermined number of estimated wait times wt[p] from the longest estimated wait time wt[p].SELECTED DRAWING: Figure 7
