PROBLEM TO BE SOLVED: To provide a technology for reducing a risk of relay attack in unlocking a door lock.SOLUTION: An LF transmission unit 32 transmits a request signal and a first measurement signal to a portable apparatus 12. A UHF reception unit 34 receives, from the portable apparatus 12, a first response signal including information on transmission strength of a second measurement signal. The LF transmission unit 32 transmits, to the portable apparatus 12, the second measurement signal whose transmission strength is set on the basis of the information on transmission strength included in the first response signal.
